Wilson Environmental Management, Inc. ("WEMI") is pleased to provide Thomas World Alr,
LLC (TWA) with this scope of work and cost proposal for assisting TWA in complying with
federal oil storage regulations at the Cyril E. King International Airport ("airport". This letter
presents a description of the work, based on your request. The work is broken down by task,
and the costs associated with each task are provided.
Scope of Work
Task 1 — Secondary Containment System Permit-Level Engineering Plan and
Construction Cost Estimate
This task consisted of preparing an engineering drawing of the secondary containment pad
and revising an existing construction cost estimate for Port Authority permitting. The plan and
cost estimate were sealed by a licensed USVI engineer. WEMI completed this task on
November 18, 2011.
Task 1 Cost (already completed): $400
Task 2 — Secondary Containment System Design
WEMI will design a reinforced concrete secondary containment system for a fuel tank truck
and a 6,000-gallon tank used for fuel or oil storage. This task will consist of the following:
• Design a reinforced concrete containment system consisting of a slab on grade with
walls approximately 3 feet high on three sides and a mountable curb at the access end
of the slab.
• Prepare engineer-sealed drawings and written specifications for construction of the
containment system.
The containment system design will be prepared by Brock Langley, a USVI-licensed
civil/environmental engineer. The design will be based on the permit-level plans WEMI
prepared for TWA under Task 1 in November 2011, and calculations for slab thickness and

reinforcement requirements. The estimated cost is based on the assumption that TWA will
provide WEMI with geotechnical data for the location of the proposed containment pad.
Task 2 Estimated Cost: $3,115
Task 3 — Site Visit & Inspection for SPCC Plan
For this task, Mr. Langley will travel from Austin, Texas to St. Thomas, USVI, to inspect the
completed secondary containment pad and gather other information necessary to prepare a
Spill Prevention, Control, and Countermeasures (SPCC) Plan for the TWA facilities at the
airport. The estimated cost is based on one day of air travel each way for the round trip from
Austin, TX to St. Thomas, and one day at the TWA facilities at the CE King International
Airport. Engineer labor charges for air travel days will be for 3 hours per day at the normal
billing rate. Airfare and baggage costs are estimated to be $800. Costs for a rental car and
meals are included. WEMI will arrange for lodging on St. Thomas at no cost to TWA.
Task 3 Estimated cost: $2,886
Task 3 — SPCC Plan
WEMI will prepare an SPCC Plan in conformance with the requirements of Title 40 Code of
Federal Regulations, Part 112, also known as the "SPCC Rule." The plan will include the
required elements, such as the following:
• Facility diagram showing the locations of oil storage facilities, surface drainage
patterns, and site outfalls;
• Details of storage facilities (tanks, fuel truck, secondary containment systems, etc.) for
oils and fuels;
• Spill control and countermeasures systems (secondary containment, management
procedures, etc.);
• Spill reporting;
• Tank inspection and integrity testing (if applicable);
• Employee training;
• Site security.
Task 4 Estimated cost: $4,070
Project Cost Summary
The total estimated project cost of $10,471 includes professional time and expenses for
Brock
Langley P.E., and for Jay Swindle, P.E. WEMI will perform the work described herein
on a
time and materials, not to exceed, basis. If additional tasks are requested by TWA,
such as
assisting with construction administration (reviewing contractor bids, etc.), or if the
level of
effort or expenses to complete the described tasks differs from our assumptions, WEMI
will be
glad to provide a supplemental scope and cost estimate for the additional or out-of-scope
work. As noted above, WEMI completed Task 1 in November 2011. WEMI requests a retainer
fee in the amount of $2,000 prior to beginning work on Tasks 2 through 4. The retainer
will be
held until WEMI has completed the work described in this proposal and TWA has paid
all

WEMI invoices in full. The retainer will then be returned to TWA or used to pay the balance of
unpaid invoices(s), if any, at the conclusion of the project.
Schedule
WEMI is prepared to begin work on the secondary containment design as soon as we receive
written authorization from TWA to proceed and the requested retainer fee. We anticipate
completing the design within four weeks of TWA's notice to proceed. We expect to complete a
draft SPCC Plan for TWA review within four weeks of the site visit.
Agreement
If you are in agreement with the price and the scope of work contained in this proposal and
would like WEMI to perform the work, please sign a copy of the Authorization to Proceed
(page 4 of this letter) and either scan/email or fax a copy back to our office at (713) 468-3599.
We will begin work on your project upon your authorization.
