When you open Photos.app you may be prompted to upgrade as well. You should turn on all the settings. If you go into Photos.app > Preferences > iCloud you should have selected 1. download originals, 2. my photostream and 3. iCloud photo sharing. When you open Notes.app, you'll be prompted to upgrade as well. Say yes.
