Army Corps of Engineer Re: Great and Little St. James Dear Jonathon; First we would like to thank you for your help in resolving these issues. We have addressed each of the non-compliance issues raised in relationship to the islands of Little St. James and Great St. James. As per your email of Apri113, 2018 Great St. James Wetland We have removed the fill landward of the mangrove fringe working waterward and landward on Great St. James. The fill has been removed from the wetland area and white mangrove seeds have been being spread in the wetland and seedlings are beginning to sprout. The roadway to the southern landing site was elevated during the flooding associated with hurricanes Irma and Maria and the subsequent heavy rains. The elevating of the roadway resulted in fill being placed into the edge of the wetland and into the low lying area adjacent to it. Fill has been pulled back from the southern side of the wetland and the edges of the wetland and low-lying area and stabilized with riprap. Large boulders covered with filter fabric have been placed beneath the roadway to allow the flow of water to and from the wetland. During periods of high seas water flows over the shoreline to the north and flows across the neck of the peninsula in to the saltpond. This function has been restored. White mangrove seeds have been scattered in the pond and seedling are being to grow. These will be monitored and a report will be sent to the US Army Corps showing the survival of 20 mangroves in April of 2019. EFTA00808511 /- Areas of wetland Encroachment. The wetland is shown in green and the areas of wetland encroachment are shown in red and the area fill into the drainage into the wetland is shown in blue. The wetland jurisdiction was approved by Jose Cedeno during the application process for a previous development project on the island. The fill material has been completely pulled out of the wetland and the ground restore to the proper elevation. EFTA00808512 The fill has all been removed. The recovery of the mangroves and vegetation since the storm is evident in June of 2018. Before and after hurricanes Irma and Maria. Now that the fill has been removed it no longer extends into the jurisdictional wetland. A new application is attached which documents the emergency ramps, the removal of one and the request to keep the other until such time the proposed barge ramp can be built. The EAR also discusses the wetland encroachment, removal and remediation. The additions are shown in blue text. An updated survey has been made of the shoreline of little St. James as well as photographs of the riprap in its current configurations.
