Below are some back brief bullet points on some issues in preparation for your meeting with Mapp
on Thursday. U not sure what the meeting is about but I wanted to give you a sense of what is
happening in the community and issues that he has raised.
• Mapp has not appointed JP Oriol as DPNR Commissioner. To lead the DPNR, he nominated Dawn Henry,
an attorney who has worked as legal counsel in the department's Division of Environmental Protection for
the last 10 years.
• The US Treasury is going to reduce the residency requirement for the EDC to 153 days (by
giving credit for 30 up to days of business travel). This was negotiated in the last
administration.
• He is seeking federal legislation to amend the Jobs Act to change the sourcing rules.
• Trying to get federal highway funds increased from $16 million per year to $25 million annually.
• Met at the White House with the Department of Defense. They are sending a team to St. Croix
within the month to make a full assessment of the HOVENSA facility for use as a replacement
for the prison at Guantanamo, or other military use in light of the proposed closing of GTMO.
• Going to bring robotics manufacturing to St. Croix because a college degree is not required for
those jobs.
• Putting UVI personnel on the EDA Board for more coordination in training our workforce for
jobs.
• Will request $1 billion grant from the Department of the Interior
• We have spent $200 million on the Next Generation Network. Very worried about cyber
security; therefore viNGN must be transferred under the VI National Guard. Bringing down a
US Army general to follow the federal plan. Wants the GVI fully connected to VolP.
• He has held two press conferences and the last one focused on the escalating crime during
the last six weeks. Mapp said that he would engage the National Guard, if need be, to curb
crime.
• He has been roundly criticized for renting a $12,500/month house on the east end of STT after
stating in his State of the Territory that the VI is broke.
• The Commissioner of Finance designee has testified that the GOVI only has two weeks of
cash on hand.
• Property taxes for 2014 have just been issued.
