DEPARTMENT OF JUSTICE I OFFICE OF THE INSPECTOR GENERAL MEMORANDUM OF INVESTIGATION Case Number Reporting Office: 2019-010614 New York Field Office Surveillance Video Analysis of the Metropolitan Correctional Center New York, New York, Special Housing Unit On March 7, 2022, Special Agent (SA) =, U.S. Department of Justice (DOJ) Office of the Inspector General (OIG), reviewed the Federal Bureau of Prisons (BOP), Metropolitan Correctional Center (MCC) New York, New York, surveillance camera footage of the MCC New York Special Housing Unit (SHU) from August 9, 2019, at 4 p.m. through August 10th, 2019, at 7 a.m. SA , Federal Bureau of Investigation (FBI), New York Field Office (NYFO), conducted the attached review of the same video footage and provided it to the CHG. The OIG's review was conducted as part of the OIG's investigation into the events surrounding the death of inmate Jeffrey Epstein, Register Number 76318-054, who was found unresponsive in his assigned cell Z06-220 on the L tier within the SHU. The camera footage was extracted by the FBI lab located in Quantico, Virginia, from the MCC New York surveillance camera video arrays seized by the FBI on August 10 and 11, 2019. The documents utilized by the OIG to assist with its analysis has been attached to this report. The MCC New York video surveillance footage has been saved separately to the case file due to its large file size. The review and analysis produced the following results. Background The MCC New York 9th floor is split into two housing units, known as 9 North and 9 South. The MCC New York's Special Housing Unit (SHU) is located in 9 South, and consists of 6 tiers, including G, H, J, K, L and M tiers. Unit 10 South (10S) is located above the G tier in the SHU, and is designated for Special Administrative Measures (SAMS) inmates. Unit 10S can only be accessed via Door 46, which is located in the SHU. During interviews conducted by the OIG, multiple BOP employees assigned to the MCC New York told the OIG that on August 9 and 10, 2019, the MCC New York SHU surveillance cameras were broadcasting live footage from the SHU. However, during the FBI's extraction and analysis of the MCC New York surveillance system, the FBI identified that only one of the cameras located within the MCC New York SHU was recording, which was located above the SHU's G tier, outside the entrance for 10S. Additionally, the FBI was able to identify one camera that was recording in the 9th floor elevator bay used to access the 9th floor visiting room area, and another camera that was recording the officers desk area located within 105. The OIG's analysis was based on a review of the only surveillance camera footage showing the inside the SHU, which was the camera located above the SHU's G tier and outside of 10S. The video footage was of low quality and the camera angle only partially showed the areas located within SHU, including the SHU officers desk area, SHU common floor area and partial view of the stairs leading to the SHU's G tier, J tier and L tier where inmate Epstein was housed from July 30, 2019, until August 10, 2019. MCC New York Daily Assignment Roster The attached MCC New York Daily Assignment Rosters for August 9 and 10, 2019, list the following BOP employees who worked within the MCC New York SHU on August 9 and 10, 2019. August 9, 2019 Correctional Officer male): 2 p.m. to 10 p.m. Correctional Officer Tova Noel (female): 4 p.m. to 12 a.m. Material Handler (male): 4 p.m. to 12 a.m. The Operations Lieutenant with oversi ht of the SHU was Lieutenant (male) from 2 p.m. until10 p.m., and Lieutenant (female) from 10 p.m. until 12 a.m. The Acting Activities Lieutenant from 4 p.m. until 10 p.m. was Senior Officer Specialist (female). August 10, 2019 Correctional Officer Tova Noel (female) from 12 a.m. until 8 a.m. Material Handler Specialist Michael Thomas (male) from 12 a.m. until 8 a.m. The Operations Lieutenant with oversight of the SHU was Lieutenant (female) from 12 a.m. until 6 a.m., and Lieutenant (male) from 6 a.m. until 2 p.m. Other Known Visitors Multiple witnesses told the OIG's that Unit Manager (male) visited the SHU on August 9, 2019, at approximately 7 p.m., to provide Epstein with a phone call. also told the OIG that he visited the SHU on August 9, 2019, at approximately 7 p.m. Multiple witnesses told the OIG that Acting Activities Lieutenant (female) conducted a round in the SHU on August 9, 2019, at approximately 7:30 p.m. also told the OIG that she visited the SHU on August 9, 2019, during her shift. Multiple witness told the OIG that Operations Lieutenant (female) conducted a round in the SHU on August 10, 209, at approximately 4 a.m.. also told the OIG that she visited the SHU on August 10, 2019, during her shift. Video Analysis The times listed within the below video review correspond to the time stamp on the video footage. As written above, due to the quality of the video, a person cannot be positively identified based solely upon the video. The OIG identified persons based upon interview statements, the documents related to inmate counts and employee rounds conducted in the SHU on August 9 and 10, 2019, and the MCC New York Daily Assignment Rosters for August 9 & 10, 2019. The majority of the persons seen on video were wearing black colored clothing, which is consistent with the MCC New York uniform, and unless otherwise noted, they have been identified as correctional officer's (CO) in the timeline. The MCC New York authorized certain SHU inmates to work as Memorandum of Investigation Case Number: 2019409707 Page 2 EFTA00141689 orderlies to assist in cleaning and moving items around the SHU, under the supervision of the COs, and they have been identified as orderlies in the video review. The MCC New York Daily Assignment Roster showed that COs Tova Noel and and Material Handler were assigned to work in the MCC New York SHU during the evening of August 9, 2019. The OIG's review of the 4 p.m. SHU count slip showed that it was signed by Noel and . Noel and both told the OIG they did not conduct the 4 p.m. count. As noted previously, the only available video footage provided a limited view of activity within the SHU. The camera showed only the SHU officer's desk in the common area and a partial view of the stairs leading to the SHU's G tier, J tier and L tier. The OIG's review of the video footage did not show the COs walking up to all the SHU tiers at 4 p.m. to conduct the count. Multiple witnesses told the OIG that Unit Manager escorted inmate Epstein from attorney conference to the SHU, and placed him in the shower cell on the SHU's G tier at approximately 6:53 p.m. confirmed the information, and told the OIG that he plugged it into the legal phone line, dialed a number, handed the phone to Epstein, and walked off the tier. said that he had a brief conversation with and Noel before he departed the SHU. The video footage shows, at a roximately 6:53 p.m., escorted Epstein across the SHU common area and up the stairs for the G tier, then walked to the SHU officer's desk and returned to the G tier holding what appeared to be a phone in his hands. walked off the G tier and had a brief conversation with the three SHU officers before he departed the SHU. The attached MCC New York phone log showed that phone number was dialed from the SHU legal line on August 9, 2019, at 6:58 p.m. told the OIG he called the SHU twenty minutes later and told the SHU staff to take the phone away from Epstein, and the call log showed that the call was ended at 7:19 p.m. At 7:19 p.m., the video shows that Noel walked onto G tier and returned back to the SHU desk area with what appeared to be a phone in her hand. Acting Activities Lieutenant told the OIG that she conducted a round inside the SHU at approximately 7:30 p.m. The TRUINTEL Supervisor Rounds report showed conducted a round in the SHU and Unit 10S at 7:31 p.m. Video showed a female CO going into Unit 10S at approximately 7:45 p.m. told the OIG that he escorted Epstein back to his cell on L tier. The video review shows, at approximately 7:49 p.m., could be seen escorting Epstein (white skinned male with white hair wearing orange prison clothing) from G tier toward L tier. Noel told the OIG that she provided Epstein with dinner. The video review shows at approximately 8:39 p.m., Noel can be seen carrying what appeared to be a food tray towards L tier. According to the Daily Assignment Roster, shift ended at 10 p.m. The OIG's interviews and investigation revealed that and Noel did not conduct the 10 p.m. count inside the SHU on August 9, 2019. The OIG's review of the MCC New York 10 p.m. count El document from August 9, 2019, showed Control Officer listed "g/v 10:30 pm," meaning he received a good verbal count from all of the housing units within the MCC New York on August 9, 2019, on or before 10:30 p.m. Multiple MCC employees have told the OIG that two COs are needed to conduct the counts inside the SHU. The OIG's video review showed Noel walked up and down the stairs leading to the M, J, K, G and H tiers in the SHU by herself between 10:30 p.m. and 10:36 p.m. and returned to the SHU officer's desk at 10:36 p.m. Noel cannot be seen walking onto the L tier, as majority of the view of the stairs leading to L tier is blocked off from the camera's view. This indicates to the OIG that Noel conducted a round, as required to be conducted every 30 minutes, rather than the 10 p.m. count. At 10:39 p.m., a CO can be seen going up the stairs of L tier. The OIG believes this is the last time a CO entered the L tier prior to 6 a.m. on August 10, 2019. According to the MCC Daily Assignment Rosters for August 9 and 10, 2019, shift ended at 12:00 a.m., at which time Michael Thomas began his shift in the SHU. Noel and Thomas admitted to the OIG that they Memorandum of Investigation Case Number: 2019409707 Page 3 EFTA00141690 prefilled the count and round sheets for the morning watch shift on August 10, 2019, and did not conduct any of the counts or rounds from 12:00 a.m. to 6:00 a.m. The August 10, 2019, MCC 12 a.m., 3 a.m. and 5 a.m. count sheets were signed by Noel and Thomas. Video footage showed Thomas and Noel did not walk into any of the SHU tiers during their shift from 12:00 a.m. to 6:00 a.m. The video showed CO reported to work on Unit 10 South at 12:00 a.m. Between 12:00 a.m. and 1:00 a.m. there were very few movements in the SHU area. Between 1:05 a.m. and 3:10 a.m., the OIG did not detect any movement at the SHU officer desk area or around the SHU common area. It appeared that the COs were sleeping at the desk area in the SHU. Noel went to Unit 10 South at 3:14 a.m. and returned back to the SHU at 3:17 a.m., which is consistent with her statement that she assisted with the Unit 10 South count at 3 a.m. Noel again went to Unit 10 South at 3:42 a.m. and returned to the SHU at 3:51 a.m. The Federal Bureau of Prisons TRUINTEL Supervisor Rounds report showed Operations Lieutenant conducted a round in 9 South SHU at 5:21 a.m. and 10 South Upper at 5:22 a.m. Video review shows she arrived in the SHU at 4 a.m. and departed the SHU at 4:14 a.m. Video shows Noel going to Unit 10 South at 5:26 a.m., which is consistent with Noel's statement that she assisted with Unit 10 South 5 a.m. count. The countilor Unit 10 South reflected Noel's and Adam's signature for the 3 a.m. and 5 a.m. counts. Thomas relieved in Unit 10 South from 5:37 a.m. to 5:50 a.m. At approximately 6:22 a.m., breakfast was brought to the SHU and video shows Thomas and Noel moved the food trays to different areas in the common area of the SHU. At 6:30 a.m., CO (appeared to be Noel) can be seen quickly moving from L tier stairs to the desk area and quickly back multiple times. Noel told the OIG that she opened the L tier gate and stood by the gate while Thomas conducted the feeding. She hit the body alarm on her radio as soon as Thomas told her that Epstein hung himself. Thomas asked her for a cutter, and she went looking for one but never found one. Multiple COs wrote BOP memorandums stating the body alarm was activated at 6:33 a.m. Video shows additional COs going up the stairs for L tier at 6:33 a.m. Video Review Movement behind SHU officer's desk area. One CO described as a Black Male (BM) wearing a black uniform walked out of Door #46 (door to unit 105), down 16:00 the stairs into the SHU common area, and to the SHU desk area. The CO then walked to the right off camera and towards the direction of L tier, laundry, and SHU entrance/exit. One CO walked out from behind the SHU desk area, stood in front of the desk 16:01 area, and then went back behind desk area. 16:04 Movement detected behind desk area. Two COs walked around the SHU desk area and towards the L tier, laundry, and 16:05 SHU entrance/exit. One CO walked to behind the desk area, sat down on chair and rolled on the 16:05 chair toward the table near the stairs for J tier. 16:06 The same CO stood up and walked over to the SHU desk area. Two COs stood up from SHU desk area, walked up the stairs and into the G 16:07 (upper) tier area and out of camera view. At same time, Door #46 for 105 opened, and one CO (BM with a shaved head) 16:07 pushed a cart with unknown items on top through the door and then closed the door. Memorandum of Investigation Case Number: 2019009707 Page 4 EFTA00141691 One CO walked out of G tier, walked across the SHU floor, and walked to the 16:10 laundry and SHU entrance out of camera view. Two COs walked into view from the laundry/SHU entrance area, one walked 16:10 toward the SHU officers desk area, and the other walked up the stairs towards G tier. One CO (possibly female) walked from behind the SHU desk area and up the 16:13 stairs to G tier, one CO walked out of G tier, and they stood there together. 16:14 Three persons walked away from G tier and towards the SHU desk area. One CO walked from near the SHU desk area to the L tier, laundry, and SHU 16:15 entrance/exit area. Two COs walked from behind the SHU desk area and up the stairs towards G 16:18 tier. 16:20 Two COs walked out of G tier and towards the SHU desk area. One CO walked from behind SHU desk area to the L tier, laundry, SHU 16:21 entrance/exit area. Three COs walked from the laundry and SHU entrance/exit area to the SHU 16:22 desk area. Two COs walked from the SHU desk area towards L tier, laundry, SHU entrance 16:24 area. 16:27 One CO walked from the laundry/SHU entrance area to the SHU desk area. One person dressed in orange (inmate orderly) walked unescorted from 16:27 direction of laundry room/entrance towards a space between G tier and J tier, picked up food trays, and walked towards laundry and SHU entrance/exit area. One inmate is joined by another inmate as they are possibly cleaning and 16:28 moving things around in the general SHU area. One of two inmates proceeds to the upper area in front of 105 entrance and removes two crates off the cart. One CO (BM) walked from the entrance/laundry area of the SHU carrying a crate containing paper bags and placed it on a crate in front of the entrance to 105. The CO picked up the phone outside of Door 46 and waited for the door to 16:31 unlock. He then pushed the cart inside Door 46, let the door shut, and walked back down the stairs toward the laundry room and SHU entrance/ exit. During this time, there was general movement around the common SHU area and desk area by other people. One CO walked from behind the desk area toward the laundry room and SHU 16:33 entrance/ exit and out of view. Two COs walked back toward the desk area and general movement is observed 16:34 around the area. 16:36 One inmate is observed moving around general SHU area. 16:38 Two COs pushed two large silver containers into the area next to the J tier stairs The two COs are joined by another CO around silver containers and appeared to be taking things from the containers to J tier, K tier, H tier, and G tier. An 16:38 - 16:49 inmate then came and retrieved the containers and pushed them out of the SHU area, out of view. 16-•50 One CO walked from the direction of G tier toward the laundry/entrance. Memorandum of Investigation Case Number: 2019009707 Page 5 EFTA00141692 Two COs walked from the direction of the laundry room and SHU entrance/ exit 16:51 toward H tier/recreational area. Two COs identified as a BM and Black Female (BF) walked from the direction of H tier/recreational area to Door 46. The BM CO is observed holding a box and the BF CO looked to be holding a clipboard with papers and keys. The BF CO 16:52 picked up the phone, for Door 46 to be unlocked and they both walked inside Door 46. During this time, there was also general movement by other people around the SHU general area and desk area. General movement around the SHU common area, K tier, H tier, and desk area 16:53 - 17:00 by people and inmates who appeared to be cleaning. General movement around the SHU common area by people (presumably 17:02 officers) and inmates cleaning. Three people walk down toward K (lower) tier. The BM and BF COs from 16:52 exit out of Door 46. The BF CO was pushing a cart (appeared to be the same one from earlier) and BM CO was holding a clear trash bag. The BF CO pushed the cart to the side outside of Door 46 and the 17:04 BM CO took the trash bag with him. Both COs walked down the stairs toward the desk area where they were joined by other people. Then there was general movement around the desk area. 17:07 Two COs walked an inmate from the recreational area to K tier. 17:10 Two COs came back up from K tier. General movement around the SHU common area by officers, inmates, and 17:10 - 17:39 possibly other BOP employees. Inmates still appeared to be cleaning. Inmates push silver containers (possibly containing food) into the SHU common 17:39 area. One CO is observed escorting an inmate from K tier toward the bottom level 17:41 recreation area. One CO walked back from the direction of bottom recreation area toward K tier, 17:42 stayed for approximately one minute, and then walked back up the stairs toward the SHU desk area. One BM CO walked from direction of bottom recreation area up the stairs toward Door 46, picked up the phone, and then went inside Door 46. At the 17:48 same time, one CO escorted an inmate from the direction of the stairs to M tier toward the bottom of the recreation area, out of view. One CO walked from the direction of the bottom recreation area toward the 17:49 desk area and then toward H tier. Under one minute later, one CO walked from H tier area toward the desk area. General movement is observed around the area of people (appeared to be officers and inmates still cleaning and performing janitorial services). At one 17:49 - 17:56 point, a blue trashcan was pushed in front of thej tier stairs and the CO pushing it went up to j tier carrying something white that was picked out of the blue trashcan. BF CO walked from the desk area to the top of the stairs of H tier. BF CO met up with another CO who escorted an inmate up from H tier. The two COs 17:57 escorted the inmate out of view toward the laundry room and SHU entrance/ exit. Memorandum of Investigation Case Number: 2019009707 Page 6 EFTA00141693 17:59 Two COs walked down the stairs to K tier. One CO came back up from K tier and walked to the area just below the J tier stairs, stayed for approximately one minute, and then walked toward the 18:00 bottom recreation area. During this time, inmates were still walking around the SHU common area (possibly still performing janitorial services). One CO (likely the CO from the above entry) walked from the direction of the 18:02 bottom recreational area out of view toward laundry and entrance area. One CO walked from the direction of the SHU entrance and laundry area down 18:05 the stairs to K tier. One CO carried something red up from K tier and carried it out of view toward the big silver containers still in the SHU common area, went back toward K tier, 18:06 and then came back up to SHU common area with another CO. The two then walked out of view toward the laundry/exit. A lot of movement is observed around the area by people (appeared to be 18:06 - 18:20 officers and inmates) in the SHU common area, up and down the stairs of J tier, and in and out of view in surrounding areas. One CO wearing glasses walked up from the direction of H tier and up the stairs to Door 46 where he met up with a BM CO who came out of Door 46 with a 18:20 white board in his hands. The two speak for approximately one minute, when the CO with glasses entered into Door 46 and the BM CO walked down the stairs with the white board and out of view toward the exit to the laundry room. 18:23 One CO exited Door 46 and walked toward the SHU common area out of view. General movement by people (officers and inmates) around the SHU common 18:23 - 18:29 area and desk area. 18:29 A person that appeared to be an inmate goes up the stairs to L tier. One CO walked up the stairs of H tier, spoke with another CO (possibly female) and then the CO walked down the stairs of H tier while the female CO stood at 18:30 top of the steps of H tier. The female CO walked down the stairs and they both walked back up together. During this time, another CO was observed moving between the desk area and the laundry/exit area. 18:39 One CO walked from desk area down to K tier. 18:42 One CO walked back up from K tier toward desk area. 18:43 One CO walked from desk area toward G tier. 18:45 One CO walked back down from G tier to desk area. One inmate with white skin and white hair (believed to be Epstein) is escorted into the SHU from the laundry room and SHU entrance area by a CO (possibly or I and a CO wearing a white shirt with black vest (believed to be Unit Manager M). They walked across the SHU and paused at 18:53 the stairs leading ua the G tier and seem to hold a conversation. A CO (possibly or =i that was standing off to the left in the area between the G tier and J tier also approached the group and then walked back. As noted above, the three COs assigned to the SHU during the evening watch are and Noel. Memorandum of Investigation Case Number: 2019009707 Page 7 EFTA00141694 The 3-person group (Epstein, and or ) walked up the stairs towards G tier, and the BF CO (believed to be Noel), who was at the desk 18:54 area, walked over and stood at bottom of stairs of G tier. walked down the stairs and towards the SHU desk area. seemed to be carrying something in both his hands, appeared to be a phone in one hand and a cord in the other hand. He walked back up into G tier and Noel follows him up into the tier. At the same time, two other COs escorted another inmate in dark clothing from the laundry and SHU entrance area to the 18:55 recreation area. The CO (possibly or IM) that escorted the inmate up to G tier, walked off the G tier and followed the two COs and inmate into the recreation area. The other CO in the SHU, standing to the left, (possibly or M) walked over and stood near the stairs for H tier. All three COs return from recreation area, two of them walk towards the laundry and SHU entrance/exit area. The other CO and the CO standing near 18:56 the stairs of H tier (both and = walked over to the area near stairs for J tier. Noel walked down the steps of G tier and joined and walked down the stairs and joined Noel, and They 18:56 are engaged in conversation for approximately 20 seconds walked towards the laundry and SHU entrance/exit area. Multiple people (likely officers) moving around the SHU common area and K tier 18:55 - 19:08 area. Orderly inmates are moving around the SHU cleaning. Noel can be seen 19:09 - 19:17 walking around the SHU. 19:18 Noel walked onto G tier 19:19 Noel walked down the stairs from G tier, carrying what appeared be a phone. 19:20 CO walked from desk area to L tier. 19:22 Inmate is escorted by COs from laundry/entrance area to M tier. Inmate, not dressed in orange, is escorted by two COs from recreational area 19:25 towards laundry and SHU entrance/exit area. 19:26 - 19:33 General movement around SHU area of COs and inmate orderlies. Inmate is brought from laundry and SHU entrance/exit area to the recreational 19:34 area. General movement around the SHU common area, desk area, and the stairs of 19:35 - 19:38 some of the tiers. There are numerous COs moving around in the SHU. Two COs climbed the stairs up to landing in front of door 46. One CO placed down a blue trashcan and walked down into G tier. The other BF CO, with 19:46 reddish hair, (appeared to be Acting Activities Lieutenant picked up the phone beside the Door 46 and went inside 105 with the blue trashcan. CO escorted white haired and skinned inmate (believed to be Epstein) from G 19:49 tier across SHU floor and up the stairs for L tier. CO told the OIG that he returned Epstein back to his cell from the G tier. 19:49 - 19:56 General movement around the SHU common area and desk area. Memorandum of Investigation Case Number: 2019009707 Page 8 EFTA00141695 exited Door 46 with blue trashcan and left it near the top of the stairs 19:56 against the railing. She stepped down towards the entrance of G tier and spoke with another CO (possibly Noel) and they both step out of the camera's view. One CO came up from M tier, walked across the SHU common area and up the 20:01 stairs to G tier. Three COs (unknown, Noel and M) escorted an inmate down from G tier out 20:03 to the SHU common area and down to K tier. 20:07 All three COs came back up the stairs from K tier and walked to desk area. General movement around the SHU common area, desk area, and around stairs 20:07 - 20:15 from officers and inmates (who still appear to be cleaning) Inmate orderly walked up the stairs toward Door 46 and placed an object that is 20:16 red and blue outside of the office beside Door 46. Orderly walked back downstairs to SHU common area. Two COs walked from behind desk area towards L tier, one CO (possibly Noel) is carrying what appeared to be a food tray. COs side profile can be seen walking 20:39 up the stair for L tier. This is consistent with Noel's statement to the OIG that she provided Epstein with his meal after he was brought back to his cell. 20:41 Movement can be seen at L tier gate. Movement can be seen at L tier gate and two COs reappeared on screen and 20:44 walked towards desk area. 20:45 - 21:00 Movement around the desk area and the SHU common area by the COs. 21:03 One CO walked down to K tier. One CO (possibly or =) came up from K tier, walked through SHU common area and up the stairs to Door 46. A piece of paper was slipped 21:07 under Door 46 from the other side, he picked it up and returned to the desk area. One CO walked into K tier. Another CO walked into M tier and then towards the 21:10 laundry and SHU entrance/exit area and the third CO stayed back at the desk. The CO (possibly or M) goes from desk area to Door 46 and 21:11 goes into 10S. At same time, the other CO returned from laundry and SHU entrance/exit area back to the desk area and down to M tier. 21:12 One CO returned from K tier and walked back to desk area and down to M tier. Two COs walked up from M tier and towards desk area. There are three COs in 21:13 the desk area. 21:14 Two COs walked up to J tier. Two COs walked from J tier to K tier. One CO (Noel or Thomas) walked from laundry and SHU entrance/exit area to space near the stairs for G tier and returned back to laundry and SHU 6:23 entrance/exit area. CO returned from same area, carrying something in hands (what appeared to be a food tray) and placed it near the stairs for G tier and returned back to laundry and SHU entrance/exit area. One CO (Noel or Thomas) returned again carrying items and placed it at same 6:24 location as before and returned back to laundry and SHU entrance/exit area. One CO (possibly Noel) walked from entrance area, carrying what appeared to 6:25 be food trays, placed it near the stairs for J tier and returned back to entrance. CO comes back with more items and places it near J tier. One CO (possibly Noel) moved between entrance area and J tier carrying what 6:26 appeared to be trays over. One CO (possibly Thomas) pushed a blue cart towards the stairs for H tier. CO 627 (possibly Noel and Thomas) walked back toward entrance. The arm of a CO can be seen coming down the stairs of L tier. Another CO 628 picked up something off the floor of the SHU at the bottom of the screen. One CO (possibly Noel) appeared to walk quickly toward the SHU desk area and 6:30 returned quickly to toward L tier stairs.
