I have reviewed the draft proposal with our team (including Bostonia) and have decided we need to add a few additional options to
the proposal. We were originally focused on providing an off the grid solar and battery storage system which would isolate LSJ
from WAPA. In reviewing the economics we felt we should also present you with a more cost effective option such as a solar only
system based on the 100 KW maximum allowed by WAPA) and an off the grid solar and diesel generation option. In doing so, we
will need another day or to complete.

I just wanted to give you an update on the proposal. It has been drafted and we are refining some of the calculations. We were
hoping to be able to schedule our visit to St. Thomas this week, but ran into some more problems with our meeting schedule.

delay.

I am still on vacation and apologize, but I was waiting to contact you after I had my other meeting scheduled. I was trying to set up a
permitting meeting with DPNR, but never got a response to my request. At this point I do not think I will be making it the week of

I'll look into getting a power meter. We would install it on the 480 V side of the xfmr to include the line and xfmr losses in the
readings. We would compare the temporary power meter to the utility meter, thus it would be a time and use study. This would be
very valuable information to have to properly size the solar and energy storage system.
I should know my schedule for the week of January 7-I I by next week.

The transformer for LSJ is located on the Island and owned by LSJ. This raises the questions:
• What is the loss at the transformer?
• Do we need a time and use study?
• Can you install the power logger?
Also let me know what day works for you and your team during the week of Jan 7-11 to visit the Island and I will co-ordinate setting
it up.

That would be one way to do it, but if you know the cable size, length and material a calculation can be done quite accurately. You
could also install a temporary power logger over a week or so and then compare that to the utility meter.
If the cable was sized properly it should be less than 2% losses.
We have an excellent electrical contractor in St. Croix that has been working for Hovensa for many years. Let me know if you want
me to introduce him.

We are trying to determine if there is significant line loss between the meter on St. Thomas and the transformer on LSJ. One
suggestion was that we purchase and install an industrial grade current transformer(CT) monitor at the main feeder capable, to meter
the power in real time and send it to a web server for review.
What do you think about this idea?

An excel history will be fine for now, but can you at least send us the latest copy of a bill so that we can sec if there arc any time-of-

TIC will perform a preliminary feasibility study of solar energy production on LSJ Island. We am familiar with the challenges of
designing and building solar in the Caribbean and have developed cost effective solutions to meet these challenges.
Our initial thoughts are that a solar PV plant sized to meet the entire needs of the island would most likely be the best solution. This
will require that we know as much about the electricity consumption and generation capabilities as possible. Please, provide us with
12-24 months of VIWAPA electricity bills and if possible any interval or time-of-use data on consumption. This data may be
available from strip charts or data logging of the generators when they were running.
We would also like to have the name plate data on the generators and a single line diagram of the electrical system.
Also, please indicate on a map where we can locate the solar array and battery station.
