Dear Mr. Epstein:
The Department of State has revoked U.S. Passport book number 545368864, U.S. Passport
book number 547017616, and U.S. Passport card number C13441578, issued to you on May 23,
2016, May 31, 2016, and October 11, 2016, respectively, along with any other valid passports
issued to you that do not contain the required passport endorsement described below, pursuant to
22 C.F.R. §§ 51.60(aX4) and 51.62(a)(1). These regulations provide that a U.S. passport may be
revoked when the bearer is a covered sex offender as defined in 22 U.S.C. § 212b(c)(1), unless
the passport, no matter the type, contains the unique identifier placed by the Department as
required by 22 U.S.C. § 212b. The regulations cited in this letter may be found online at
http://www.ecfr.gov.
The Department of Homeland Security, Immigration and Customs Enforcement, Homeland
Security Investigations, Angel Watch Center (DHS/ICEIHSI/AWC) certified to the Department
of State that you are a covered sex offender in accordance with 22 U.S.C. § 212b. Therefore,
you are not entitled to a U.S. passport that does not contain the passport endorsement required
pursuant to that section and your passport books and passport card are revoked.
Under 22 C.F.R. §§ 51.7 and 51.66, the U.S. passport remains the property of the U.S.
Government and must be surrendered upon demand. Please immediately return U.S. Passport
book number 545368864, U.S. Passport book number 547017616, and U.S. Passport card
number C13441578, along with any other valid U.S. passports issued to you that do not contain
the required passport endorsement, to the following address: U.S. Department of State, attn.:
RD77, CA/PPT/S/L/LA, 44132 Mercure Circle, P.O. Box 1227, Sterling, VA 20166-1227.
There is no administrative appeal before the Department of State. The Department of State has
no further information concerning your status as a covered sex offender as defined in 22 U.S.C. §
212b(cX1). All questions regarding your status as a covered sex offender must be addressed
with the Department of Homeland Security. The Department of State cannot override this
designation. If you believe you are not subject to this law you may contact DHS/ICE/HSI/AWC

You may apply for a U.S. passport book containing the required endorsement by properly
executing a new application, presenting the appropriate identity and citizenship documents, and
