Dear Jeffrey:
First of all, thanks for considering my challenge to help the Transitional National Council ("TNC") and the
people of Libya in their struggle to achieve self-determination. As I am sure that you are aware, yesterday the
International Criminal Court issued an arrest warrant for Libyan leader Muammar Qaddafi, and the rebels forces
have advanced within 50 miles of Tripoli. So it is just a matter of time before he is either killed or captured. In
the meanwhile the people in Libya are really suffering and in need of immediate humanitarian aid,
For the people, groups and companies willing to provide cash and humanitarian aid to Libya in this urgent time
of need, the Transitional National Council ("TNC") will provide/give sovereign guarantees in the form of cash or
crude oil. Currently more than US$80 billion in Libyan government assets and cash have been frozen outside of
the country, including $32.4 billion frozen in the United States. This does not include the estimated $150 to $250
billion held by Qaddafi, family, friends, government officials and business partners taken (invested and held) out
of Libya and held outside of the country. As such, I personally feel that there is little risk to those who accept the
TNC's sovereign guarantees. More importantly we would like your assistance to help the TNC gain access to the
frozen funds/assets in Europe and elsewhere, so that they can purchase the needed humanitarian goods and
services.
As of June 25, 2011 more than twenty governments have officially recognized the TNC as the sole legitimate
representative/government of Libya including:

• Qatar
• Maldives
• Italy
• Spain
• Kuwait
• The Gambia
• Jordan
• Senegal
• United Kingdom
• Australia
• UAE
• Kuwait
• Germany
• Canada
• Panama

Additionally, Turkey has recognized it as a co-legitimate representative of Libya along with Gaddafi's regime.
Botswana, Malawi, Liberia, Peru and many other Western governments have severed ties with Gaddafi's
government, but have not recognized the council. Several other countries have established unofficial diplomatic
ties with the National Transitional Council, with a number of those countries establishing a permanent
diplomatic presence in Benghazi to liaise with republican officials.The council refers to the Libyan state as the
Libyan Republic while the Qaddafi government's name for the Libyan state is the Great Socialist People's Libyan
Arab Jamahiriya.
More importantly Libya is a rich country, whose GDP per capita in the 1980s was higher than Italy, Singapore,
South Korea, Spain and New Zealand. So with a small population and the 10th largest oil & natural gas reserves
on the planet, in addition to hundreds of billions of dollars in cash and assets out side of the country, there is no
way that the TNC won't be able to repay every cent of the humanitarian aid provided. And the real upside, is that
the TNC envisions embarking on an immediate $100 billion rebuilding for the country.... and friends who help
now, will be placed in front of the queue....
Immediate Humanitarian Needs in Libya
1. Food, wheat, flour, peas, bread, baby formula, salt, sugar, powdered milk, cooking oil, vegetables,
onions, herbs & spices, can goods, dried foods,
2. Water, water purification, water testing, coffee, tea, milk, soda, juices
3. Clothes, pants, shirts, dresses, shoes, sneakers, t-shirts
4. Hygiene supplies, diapers, sanitary napkins, dental kits, soap, washing power, etc.
5. Medicines
6. Bandages, splints, surgical equipment
7. Hospital& mobile medical equipment (x-ray, etc)
8. Gasoline
9. Diesel fuel
10.Fuel oil
11.Propane gas
12. Temporary housing and offices
13. Cots, beds, mattresses and bedding
14. Portable kitchens
15. Office equipment & supplies
16.Portable Toilets
17.Generators
18.Vehicles (trucks, buses, mini vans, SUVs, ambulances, tractors, etc), parts, tires, etc.
19.Satellite phones
20.PCs , note book computers, tablets, calculators, etc.

Please understand that compiling humanitarian lists is a very complicated matter and is not simply about
logistics and moving supplies. That's the easy part. This is about expertise and understanding the driving forces
behind the logistics. The UN and humanitarian groups never get this and that's why they always end up with a
mess.
Crash Course:

First and foremost this is about "Lay-First-Responder Pre-hospital Trauma Care". (Don't use that term when
discussing issues with people because it's something I made up and I doubt you'll find it anywhere else.)Factors
include types and frequency of emergencies (both medical and surgical), barriers to aid provision, and
availability of supplies.
Injury accounts for up to 16% of the burden of disease. In non-conflict times that is traffic accidents (8th
leading cause of death); of which 80% of deaths occur before people can get to a hospital. For our purposes the
burden of disease is three to four times that (people are dropping bombs, shooting guns, and buildings are
falling).
Refugees International estimates that 200,000 people have fled to neighboring countries.Analytics puts that
number at 750,000 people.58,000 Libyans have fled to eastern Libya. So what's the number?
Say we are talking about a camp, village, whatever of 20,000 people. Now we have to talk about incidence
(new) and prevalence (existing).
In an enclave of 20,000 people expect:
1.3200 Traumas (With 10% requiring surgery of some kind)
2.Diabetes : Incidence113/100,000;prevalence 3.0%(1.6-4.4); So at any one time expect to be treating 60
people with 1 new case a month.
• 3. Heart Disease: Age related Incidence10.1-74/1000; Prevalence 11.4%; Expect from 188 to 228 people
to have heart disease.
• 4.Lung disease (Asthma/COPD)Up to 340 people.
• So right off the bat, they need: Enough meds to treat 1880 people three times a day with month supply
on hand plus enough to treat 100 new people per month.
• Understand that there are currently more than 200,000 displaced people of which more than 50,000 are
refugees, (not including the 120,000 plus migrants who have fled across the border) living in
encampments and with host families in Tunisia and elsewhere, straining the generosity of local Libyans
and neighboring countries. Additionally hundreds of people are fleeing the hostile areas on a daily basis
increasing the need for humanitarian exponentially. Remember that there are almost 6 million Libyans
and almost 75% of their food and fuel is imported, and 100% of the countries medicines, as well as a
majority of all, household and office supplies, clothes
Also think initial: Immediate supply, one month reserve, plus 10% for new cases.
Finally: CASH MONEY, to purchase essential supplies, services, transportation and to pay government workers.

help the Libyan people achieve democracy and a successful country with a just society. In the meanwhile,

humanitarian aid is needed immediately. As such, I would like to start delivering aid within the next two weeks.
