Subject: Presidence de la Republique Franeaise — High-level working group
Dear All,
We had a great and fruitful kick-off meeting for our High-Level Working Group.
The President (who came spent 30min with us in the room — for those who were not able to attend physically) was very
happy and interested to meet you and to frame our roadmap.
Ambition and expectations are high, but I am sure we will collectively address them successfully.
Below are the envisaged roadmap, agenda and preliminary calendar:
1/ ROADMAP
Our agenda for the coming month should be the following:
Central theme: how to build a new and more sustainable economic model ?
o Inequalities and inclusive growth will be central topics of the French Presidency of the G7 next year
o Agreements and common positions of Heads of States are hard to achieve in such environment
o Nevertheless, we have one ally: the citizens (both consumers and employees)
Strategy: strategy needs to be clearly defined ("how to trigger something and make it happen!"), with 3
dimensions:
o 1/ Narrative => around fight against inequalities and inclusive growth
EFTA01018663
o 2/ Technicalities => concrete initiatives (forum, conference, regulation etc.) need to be articulated
consistently, in a well-defined calendar
o 3/ Allies => in order to deliver, who can help us deploy the strategy (civil society, etc.)
Methodology: with both a top-down and bottom approach to get a comprehensive
Calendar: the G7 end of August is a consistent deadline to deliver this roadmap
2/ AGENDA & PRELIMINARY CALENDAR
Overall, I suggest we plan 5 to 6 meetings in the next 10 months, with the following agenda:
Thursday 29/11/2018: Narrative and preliminary thought around potential initiatives
o Which type of inequalities do we refer to? (need to identify all types of inequalities]
o Why inequalities need to be addressed?
o Why is it the right moment?
o What do we mean by "inclusive growth" and why do we need to support such system?
o Are there any preliminary initiatives (conferences, forums, etc.) that would make sense to organize in S1
2019?
g> Objective is to deliver a sharp & short common "founding paper" (2-3 pages) that justifies the needfor a
new and more sustainable economic model
g> The use and reach of such paper could even be discussed during the session (shall it become a paper that
all Heads of State commit to sign? Etc)
Monday 14/01/2019: Technicalities/Content (to be confirmed)
Monday 11/03/2019: Technicalities / Content (to be confirmed)
Monday 06/05/2019: Technicalities / Content & Allies & Strategy deployment (to be confirmed)
Monday 17/06/2019: Allies & Strategy deployment (to be confirmed)
Monday 22/07/2019: Final wrap-up (to be confirmed)
I would like to thank everyone for your commitment and support. We are looking forward to working together on this
roadmap.
For reference, attached is the speech of the President delivered at the General Assembly of the United Nations.
All the best,
The Elysee Team
Emmanuel Miguel
